The chairman of Ofsted, the country's education watchdog, has apologised for saying that the Isle of Wight was a ghetto suffering from inbreeding. David Hoare, a former City banker, made the comments last month while speaking at a teaching conference in Leeds, during a discussion about improving education for the disadvantaged.
